The Philadelphia Police Department has identified the officer who shot an armed dirt bike rider during a traffic stop on June 15. The incident highlights the ongoing issue of illegal dirt bike and ATV use on city streets. In this article we talk about Identity of Philly Officer Who Shot Armed Dirt Bike Rider.

According to NBC 10, Officer Paul Moore, a 6-year veteran assigned to the 22nd District, shot the 31-year-old dirt bike rider after he allegedly pulled out a firearm when officers attempted to confiscate his vehicle. The unidentified suspect is currently in stable condition and in custody pending charges.

The Traffic Stop and Officer-Involved Shooting

On Saturday afternoon, officers responded to a tip from a police helicopter unit regarding a dirt bike rider recklessly operating his vehicle in traffic near North 6th Street and West Somerset Street. Officers Moore and his partner arrived on scene to find the 31-year-old suspect next to his dirt bike.

When informed his vehicle would be confiscated due to illegal operation, the suspect became angry and reached for his concealed weapon, investigators said. Officer Moore attempted to disarm the man but was unsuccessful. Fearing for his and his partner’s safety, Moore then fired multiple shots, striking the suspect.

Ongoing Issue of Illegal Dirt Bike and ATV Use

While still under investigation, this incident highlights the ongoing struggle Philadelphia law enforcement faces with illegal dirt bike and ATV use. Operating these recreational vehicles on public streets is prohibited under city ordinances. However, confiscating over 180 vehicles so far this year indicates enforcement alone is not solving the problem.

Deputy Commissioner Mike Cram stated these vehicles pose significant dangers to neighborhoods and often uncover firearms during enforcement operations. Community leaders need creative solutions to provide legal, safe riding opportunities for enthusiasts outside of city streets. Otherwise, more tragic confrontations between riders and police may occur.

Officer Moore Placed on Administrative Duty

Per department protocol, Officer Moore has been placed on administrative duty pending investigations by Internal Affairs and the Officer-Involved Shooting Unit. The officer’s use of deadly force will be thoroughly reviewed to ensure appropriate action was taken against the armed suspect.
